the last few years owing to the necessity for soverc cconomy departments have been working on a very narrow margin as regards personnel and normal recurrent cxpenditure, Though the Colony has since 1925 boon passing through very difficult times the necessary activities and conscquently the necessary expenditure of the Government have shown a tondòncy to increase as the Government accepts morce and more responsibility for the Health, Sanitation, Education, Devolopment and
Protection of the Colony and its inhabitants. increase is inevitable unless the Colony is content to stagnate and to recede from its proud position as one of the most progressive and up to date Colonies of the British Empire, and the increase is reflected largely in the Personal Emolument votes as the activities involve increases in the supervising, clerical and subordinate staffs. How long we can continue to finance this increase without recourse to increased taxation it is impossible to forotell; we are fortunate to be able to carry on for the prosent with no increase in our present comparatively light burden of taxation but it must not be forgotten that improvements whether in health or material works, whether in education or in social amenities cannot be had without the money to pay for thom.
